The Silver Plume Board of Trustees met on Monday, April 23, 2012, at its regularly scheduled meeting at the Small Town Hall. Mayor Lyssy called the meeting to order at 7:03 p.m.

AGENDA APPROVAL
Osborne made a motion to approve the amended agenda as follows: add Triple Bypass request under New Business. Ballard seconded and the motion passed unanimously.
BILLS LIST
Ballard made a motion to approve the bills list. Regester seconded and the motion passed unanimously.

NEW BUSINESS
SEWER PROJECT UPDATE
The contractor will resume work on April 25, 2012. CDOT has the Haskin's easement so there should not be any hold ups with work commencing. R. Gaubatz thought the project should take approximately 6 weeks to complete. The contractor will be laying sewer pipe on Water St. and after the line is finished, they will fix the streets. S. Shafer discussed that the contractor should fix the streets prior to laying any more sewer pipe. E. Ballard told the board that per the contract, the contractor must finish laying the sewer pipe first and will then concentrate on the streets. E. Ballard said reports from Georgetown indicate that the level of zinc is increasing rather than decreasing. The town does not know where the source of the zinc is. S. Shaffer suggested that the town test different spots around town to determine its source but E. Ballard said those tests should be done at the completion of the project. E. Ballard would like to speak to the engineer from GMS who will be on site this week and ask his advice on where to test for zinc. Per R. Gaubatz, CDOT and the Georgetown Loop Railroad may have damaged the town's sewer line and once the project is finished, the lines will be tv.'d to determine this. If either entity has damaged the lines, they will need to pay for the cost of repairing them.
ARGENTINE CENTRAL RAILROAD/PAVILION POINT TRAIL – DANE MATTHEW, SHARON ROSSINO AND FRANK YOUNG
Frank Young gave the board background on the public lands map and who owns the different pieces of land in the map. The lands were acquired by different entities from the BLM Land Transfer in the 1990's. Restrictions were placed on these lands and include recreational use, watersheds and wildlife habitat and these lands cannot be traded or sold. Parts of these lands have hiking trails on them and Silver Plume's hiking trails include the Argentine Central/Pavilion Point Trail and the 7:30 Trail. Clear Creek Metropolitan Recreation District (CCMRD), Historic Georgetown, Open Space Land Commission and the Board of County Commissioners (BOCC) are partnering together to mark the trails in the county at no cost to the town. They feel that marking hiking trails in towns will bring in business. D. Matthew discussed that there are recreational enthusiasts and recreational tourists and the county wants to cater to both. The recreational tourists are the ones who bring business into towns by shopping and dining. He would like to see the county's infrastructure improve and that could be as easy as installing marker signs for trails. CCMRD has helped Silver Plume out in the past by awarding a grant for the park and helping fund People for Silver Plume's recent Cabin Fever Dance and they want to do more. S. Shafer discussed how he would like some of the trails to be off-road for vehicles but that is not a possibility due to land restrictions. On the whole, the board is supportive of bringing tourists into the town to help with its economy.
Ballard made a motion to approve trail markers for the Argentine Central Railroad/Pavilion Point Trail and that all volunteers associated with this project have full access to town lands and trails. Best seconded and the motion passed unanimously.
JOHN VOLK, WATER QUALITY CONTROL PROFESSIONALS – REPORT ON TOWN WATER PLANT TESTS
John Volk appeared before the board to give a report on town water plant tests, the schedule and cost. He gave the board a packet with all of this information that detailed what type of tests he conducts, when the board can expect the different types of tests to

The position of Mayor Pro Tem was discussed and Mayor Lyssy suggested that this person be someone who is readily available and has background on town issues. Mayor Lyssy suggested that E. Ballard be Mayor Pro Tem. E. Ballard said he was willing to step into this position because it is helpful to have someone on the Georgetown/Silver Plume Sewer Commission with a title, he and Mayor Lyssy have a good rapport and he would give Mayor Lyssy's position on difficult matters.
Shafer made a motion to nominate Earl Ballard for Mayor Pro Tem. Best seconded and the motion passed unanimously.
TRIPLE BYPASS BIKE RIDE
The Triple Bypass Bike Ride will be held on July 14 and 15, 2012. This bike ride begins in Evergreen and travels over Juniper Pass, Loveland Pass and Vail Pass and travels through Silver Plume on the frontage road and ends in Avon. The ride is reversed on the second day. The board approved this request as long as all trash from the ride is picked up and there are enough marshals to direct the riders ff the bike path and onto the frontage road as well as stopping traffic in order to let the bike riders pass safely. The board asked that J. Candlin write a letter to the Triple Bypass Bike Ride organizers with these two items.
CHRIS AND CLAIRE MOOTZ' WATER BILL
Mayor Lyssy and R. Gaubatz met the week before to determine the cost of producing water at the water plant and to determine how much the Mootz' should pay for their water and sewer bill. They determined that in the event of a gross loss of water, computations of the cost of loss can be expressed as one hundred dollars for every ten thousand gallons (or portion thereof) lost. The amount due for the water and sewer bill was determined to be $88.51 for the base rate and $2980 for water usage for a total of $3068.51. C. Mootz had paid $1257.01 towards the bill so the balance due is $1811.50.

SEWER
Georgetown's utilities are four times higher than was projected for the wastewater plant so E. Ballard thinks they will be recalculating Silver Plume's portion. The board agreed to pay Georgetown the remaining $10,000 it owes them by June, 2012 but Silver Plume is not collecting sufficient revenue from its users to meet this obligation. Mayor Lyssy discussed that sewer rates may have to be increased.

STAFF UPDATE
J. Candlin will be training on accepting credit cards for water and sewer bills this week and the town should be able to begin accepting credit cards the first part of May, 2012.
